Rural Water and Waste Water Management Consolidation Act of 1989 - Directs the Secretary of Agriculture, during FY 1990 through 1994, to allocate at least 25 percent of specified rural water and waste facility grants for: (1) certain consolidated rural water and waste water cooperatives; and (2) unconsolidated cooperatives formed after the date of enactment of this Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Rural Water and Waste Water Management Consolidation Act of 1989'. SEC. 2. DELIVERY OF WATER AND WASTE WATER SERVICES IN RURAL AREAS. (a) MINIMUM ALLOCATION OF APPROPRIATED FUNDS TO CERTAIN WATER AND WASTE WATER COOPERATIVES- During fiscal years 1990 through 1994, the Secretary of Agriculture shall make grants under section 306(a)(2) of the Consolidated Farm and Rural Development Act, in an amount not less than 25 percent of the amounts appropriated for grants under such section for such fiscal years, to-- (1) rural water and waste water cooperatives-- (A) which are formed by the consolidation or federation of rural water or waste water systems in existence on the date of the enactment of this section; and (B) the management services of which have been consolidated; and (2) rural water and waste water cooperatives which are-- (A) not the product of a consolidation or federation described in paragraph (1)(A); and (B) formed after such date of enactment. (b) PRIORITY IN ALLOCATION OF FUNDS- In allocating the funds required to be allocated pursuant to subsection (a), the Secretary of Agriculture shall give priority to cooperatives in the following order: (1) Cooperatives which serve rural areas that would benefit the most from improved delivery of water and waste services. (2) Cooperatives which have achieved the greatest economies of scale through consolidation of management services.
