To authorize appropriations to reimburse State and local police and sheriff's departments in the State of Maine for certain security-related expenses arising out of visits by the President.

Authorizes appropriations to the Department of Justice for FY 1990 through 1993 to reimburse State and local police and the York County sheriff's department for certain security services expenses arising out of visits by the President to Kennebunkport, Maine.
