Directs the Secretary of the Interior (Secretary), acting through the Director of the Bureau of Land Management, to complete a survey of certain lands on San Juan Island, Washington, and to prepare a map detailing those portions of the lands granted to the State of Washington that have been encroached upon. Limits to 50 percent the Federal costs for such survey. Exempts such encroached lands from reversion rights of the Federal Government.
Disclaims all Federal right, title, and interest in the encroached lands and vests them in the University of Washington.
Conditions such exemption, disclaimer, and vesting on a binding agreement between the State of Washington, the University, and the Secretary to agree: (1) to accept the map location of the encroached lands as accurate and conclusive; (2) to prohibit the transfer of the lands to any party or parties other than the occupants; and (3) to pay the Secretary any profits from conveyance of the encroached lands to the occupants. States that all amounts received by the Secretary shall be used for public land management.
Prohibits the reversion of such designated land to the United States if: (1) such land becomes contaminated with hazardous substances; or (2) such land is used for purposes that result in contamination by hazardous substances.
Requires the State of Washington to pay the Secretary the fair market value, including any improvement value, if the designated land is used for unauthorized purposes which result in disposal, placement, or release of any hazardous substance.
Title I: Civil War Studies Act of 1990 - Civil War Sites Study Act of 1990 - Directs the Secretary of the Interior to prepare a study of Shenandoah Valley Civil War sites in Virginia to: (1) identify and determine the relative significance of such sites; (2) assess short- and long-term threats to their integrity; and (3) provide alternatives for the preservation of such sites by Federal, State, and local governments, or other public or private entities. Includes among such alternatives the designation of such sites as units of the National Park System. Requires the Secretary to transmit such study to specified congressional committees.
Establishes the Civil War Sites Advisory Commission to prepare a study of historically significant sites and structures associated with military action during the Civil War, other than Shenandoah Valley Civil War sites. Requires the Commission to transmit such study to the Secretary and the same congressional committees. Prohibits any prior review of such study by any Federal officer or agency before its submission to the Congress. Terminates such Commission 180 days after transmittal of such report to the Congress.
Authorizes appropriations.
Title II: Calcasieu Parish, Louisiana - Releases restrictions on the use or conveyance of certain property in Calcasieu Parish, Louisiana.
Provides that the United States shall have the use of such property for national defense purposes in time of war or national emergency.
Title III: Chacoan Outliers Protection Act of 1990 - Chacoan Outliers Protection Act of 1990 - Adds specified Navajo archaeological protection sites to the Chaco Culture National Historical Park, New Mexico.
Adds the southwestern Colorado area to the Masau Trail route linking prehistoric and cultural sites in New Mexico and eastern Arizona.
Title IV: Lechuguilla Cave Study Act - Lechuguilla Cave Study Act of 1990 - Directs the Secretary of the Interior, acting through the National Park Service, to: (1) revise the general management plan for Carlsbad Caverns National Park, New Mexico; and (2) include a study of the most appropriate ways to protect and interpret Lechuguilla Cave. Requires the Secretary to submit such revised plan to specified congressional committees. Authorizes appropriations.
Title V: Boots and Saddles Tour Study Act - Boots and Saddles Tour Study Act of 1990 - Directs the Secretary of the Interior, acting through the Directors of the Bureau of Land Management and of the National Park Service, to: (1) study specific historic military forts occupied during the Civil War and Indian campaigns in New Mexico; and (2) develop alternative means of interpreting and preserving such forts. Requires a report to specified congressional committees. Authorizes appropriations.
