A bill to amend the Food Security Act of 1985 to authorize and direct the Secretary of Agriculture to issue regulations requiring that a determination of the number of separate persons for purposes of payments under annual farm programs be made within 45 days of approval by a county committee of any such person's application to participation in a farm program, and for other purposes.

Amends the Food Security Act of 1985 to authorize and direct the Secretary of Agriculture to issue regulations requiring that a determination of the number of separate persons for purposes of farm program payments be made within 45 days of approval by a county committee of any such person's farm program application.

Prohibits redeterminations of the number of separate persons except in cases of fraud or substantial noncompliance.
