Worker Readjustment and Placement Act - Amends title III (Employment and Training Assistance for Dislocated Workers) of the Job Training Partnership Act to reserve specified amounts to carry out this Act.
Adds provisions for assistance to worker readjustment and placement committees.
Directs the Secretary of Labor to establish within the Department of Labor a special Worker Readjustment and Placement unit from which individual officers may be assigned to each identified plant closing or mass layoff to provide information, advice, and financial assistance to worker readjustment and placement committees.
Sets forth conditions which worker readjustment and placement committees must meet to be eligible for matching grants. Limits the amount of any one such grant.
Sets forth required components of committees plans.
Provides that a committee may use its funds to assist eligible workers in obtaining (but not to provide) any one or more of the following services: (1) early working adjustment services in the event of mass layoffs or plant closings including such services as personal and financial counseling, referral to community services, career counseling, job search assistance, job development, retraining, and relocation assistance; (2) aptitude testing and career counseling; (3) on-the-job training; (4) institutional training; (5) tuition assistance; (6) upgrading of skills; and (7) education, including basic skills, remediation, literacy, and technology training as well as more advanced education.
Sets forth requirements for committee cooperative agreements.
Requires committees to submit final reports to the Secretary.
