Directs the Secretary of Health and Human Services to develop specific eligibility criteria for disability-related benefits under titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act for individuals with symptomatic human immunodeficiency virus infection. Requires the Secretary to report to the Congress: (1) within six months of this Act's enactment, on efforts undertaken to assure fair and equitable eligibility determinations; and (2) within one year of this Act's enactment, on the eligibility criteria that have been developed. Requires that such criteria be implemented between 60 and 90 days after submittal of the latter report.
Directs the Secretary to establish guidelines, within six months of this Act's enactment, to improve the coordination of Federal and State disability programs so that individuals applying for disability-related benefits are made aware of the full range of such benefits.
