Amends the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency to set priorities for asbestos cleanup in schools, giving first priority to situations which pose the most dangers to human health and the environment.
Requires local educational agencies to submit asbestos in schools management plans to State Governors within six months after the Administrator establishes guidelines pertaining to such plans and to implement such plans within 15 months of such guidelines.
Amends the Asbestos School Hazard Abatement Act of 1984 to authorize appropriations through FY 1993 for loans to local educational agencies for school asbestos inspections and the preparation of management plans.
