National Appliance Energy Conservation Amendments of 1988 - Amends the Energy Policy and Conservation Act to include fluorescent lamp ballasts within the list of products covered by the Act. Revises the definition of "consumer product" to include fluorescent lamp ballasts distributed in commerce for personal or commercial use or consumption.
Directs the Secretary of Energy to prescribe test procedures for such ballasts manufactured on or after January 1, 1990. Directs the Federal Trade Commission to prescribe labeling rules for such ballasts according to specified guidelines. Sets forth energy efficiency standards for such ballasts. Preempts State energy conservation standards for such ballasts unless such standards were prescribed or enacted before the date of enactment of this Act.
