Federal Equitable Pay Practices Act of 1988 - Establishes the Commission on Equitable Pay Practices to determine whether the Government's position-classification system and prevailing rate system are designed and administered in accordance with the general policy that sex, race, and ethnicity should not be among factors considered in determining pay rates.
Requires the Commission to conduct, by contract with a consultant selected under this Act, a study under which job-content analysis and economic analysis shall be applied to a representative sample of occupations in which: (1) either sex is numerically predominant; (2) any race is disproportionately represented; or (3) any ethnic group is disproportionately represented.
Directs the Commission to report to the Congress and the President on the results of such study not later than 18 months after the Commission's date of establishment. Declares that such study shall be considered of an advisory nature only.
Prohibits this Act from being construed as limiting rights or remedies under specified provisions of the Civil Rights Act or the Fair Labor Standards Act.
Makes sums appropriated to the Office of Personnel Management for general operating expenses available to carry out this Act.
